Senator Snyder moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. House Bill No. 4005 – A BILL to repeal §21-5A-3, §21-5A-5, §21-5A-6, §21-5A-7, §21-5A-8, §21-5A-9, §21-5A-10, §21-5A-11 and §21-5A-12 of the Code of West Virginia, 1931, as amended; and to amend and reenact §21-5A-2 of said code, all relating to requirements associated with the employment of laborers, workers or mechanics engaged in construction of public improvements; repealing prevailing hourly rate of wages requirements by or on behalf of public authorities engaged in construction of public improvements; and incorporating and adopting the federal prevailing wage laws established pursuant to The Davis Bacon Act on public improvements as if the public improvement was federally funded.
